The project Healthcare Innovation Procurement Support Services (HIPSS) aims to transform public procurement in the European healthcare sector through the development of a sustainable and scalable platform for specialized consultancy services. HIPSS bridges the gap between public procurers – such as hospitals, health systems and insurers – and innovative providers, including SMEs and industry, by fostering collaboration, co-development and knowledge sharing across borders. The project focuses on identifying ideal legislation, improving public procurement policies and promoting the uptake of innovation in healthcare. HIPSS is driven by a consortium of key European partners and strategically implemented under Horizon Europe, the EU’s flagship program for research and innovation.

  • Recording the obstacles and challenges of the stakeholders
  • Derivation of support services for all stakeholders
  • Development of a platform for specialized consulting services in the field of public procurement of innovations

This two-year, EU-funded initiative will create a platform offering expert advisory services to help public procurers – such as hospitals and health systems – as well as innovation providers, including SMEs and industry, navigate the procurement process with confidence.
